Pro-Saraki Senators' Illegal Moves Are "Dead on Arrival" - Sent Marafa

Senator Kabir Garba Marafa of the Zamfara
Central senatorial zone has urged Nigerians to
resist attempts by some senators to change the
constitution in order to save Senate President
Bukola Saraki from his trial for corruption at the
Code of Conduct Tribunal (CCT).
In an interview with our correspondent, Mr.
Marafa reminded Nigerians that the current
moves to gut the laws establishing the CCT
highlighted his earlier warning the forgery of the
Senate’s standing rules.
“You can also recall my call on the leadership of
the Senate to respect the ranking rules,” said
Senator Marafa, adding, “The chickens are now
coming home to roost.”
He said what happened in the Senate last week
when pro-Saraki senators tried to carry out an
underhanded attempt to amend the laws
establishing the CCT, was propelled by blind,
Unclad ambition and the personal interests of a
few.
He explained that most senators either walked
out or refused to waste time opposing the bills
was hinged on two factors—that Deputy Senate
President Ike Ekweremadu was presiding and
that many senators did not want to waste their
time arguing non-issues.
He said, “All the three proposed bills fall under
constitutional amendment and not an act of the
National Assembly.”
Senator Marafa stated that the bill that was
passed for second reading yesterday attempted
to rearrange the constitution and redraft it to
suit the narrow purpose of Senator Saraki and his
supporters “This is pure constitutional
amendment,” said Senator Marafa. He explained
that the second bill that was stood down sought
to delete or ignore sections of the constitution,
adding that the third bill was a controversial
attempt to enlarge the immunity clause.
Senator Marafa stated that Nigerians should lose
no sleep over the current illegal moves by the
pro-Saraki senators, describing their efforts as
“dead on arrival.” However, he said it was
“unfortunate that an issue like this can even be
listed and given an accelerated hearing in the
hallowed chamber presided over by a senior
lawyer.”

Terrorism: Fulani Herdsmen Hack Anambra Farmer,Two Others to Death

Fulani herdsmen has killed thousands of people in the bid of finding a greener pasture for their cattle. They have burnt houses, rape women and unleach sort of evil on communities.
There is tension in Umudium village in Umumbo
community, Ayamelum Local Government Area,
over the alleged killing of 45-year old Mr
Ekwunife Echim Okolo by Fulani herdsmen in the
area.
The traditional ruler of the community, Igwe
Simeon Chidubem, who disclosed this ugly
incident in his palace at Umumbo, maintained
that there is no day a case of attack, molestation
of underage children, men, women and sexual
abuse by the Fulani herdsmen is not reported in
his kingdom.
He noted that the herdsmen who attacked the
young man at his farm were roaming round
farms without their cattle searching for the
villagers to attack, hack or kill with their so
phisticated guns and other dangerous weapons.
Igwe Chidubem, who stated that another victim
is now receiving treatment at Iyienu Hospital,
Nkpor, noted that the case has been reported to
the Divisional Police Officer in charge of Anaku
Police divisional headquarters.
He recalled that the same Fulani herdsmen, in
February this year, killed one Mr Nwogbo Okafor
at his farm, alongside another unidentified
person who was also allegedly killed by the Fula
ni herdsmen while a lot of others were reported
missing.
He said that the community has before now,
written, “Save our soul letter” to the Anambra
State Commissioner of Police in Awka, bringing
to his notice the wanton attack, hacking and kill
ing of people of the community as well as the
deliberate destruction of their farm produce such
as rice, cassava, yam, okuru and maize by the
Fulani herdsmen in the area.
The traditional ruler who said that the
community would always toe the path of peace,
appealed to the police and other security
agencies in the state to urgently come to the aid
of the community and rescue them from the
menace of the Fulani herdsmen. He commended
the effort of the police and the Department of
State Security at Anaku since the incident
started in the area.
Governor Willie Obiano, worried over the
situation, had called on the security agencies in
the state to protect the innocent farmers,
appealing to herdsmen through the Hausa
Community in the state to live cordially with their
hosts.

Biafra: Buhari Might be The Last President of Nigeria- Etcetera

The issue of Biafra has put the unity of Nigeria at stake.
Perhaps after reading this, you will come to the
conclusion that I am being irrationally paranoid.
If so, you are probably spending way too much
time plugged in to the “propaganda matrix” that I
will describe in this article. The government
wants you to believe that everything is going to
be just fine and that the best days for this
country are ahead.
The government understands that most Nigerians
don’t understand the ramifications of the present
state of the nation because they have been
washed and rinsed with propaganda. We live in a
society that is absolutely addicted to
entertainment.
An average Nigerian youth spends most of the
day plugged in to one form of social media or
the other. When we are not watching television,
we are listening to the radio, messing with our
smartphones or spending endless hours on the
Internet. More than 90 per cent of the things
that we are fed through these devices are
produced by the media.
And who controls the media?
The corrupt politicians do.
And have you noticed how “the mainstream
media” loves to divide us?
Today, Nigerians are more divided than ever. Our
news broadcasts endlessly fixate on one crisis
after another, ethnic or religious.
Nigerians are extremely angry and frustrated
today, but most of our anger and frustration are
directed wrongly.
How can we ever hope to come up with any
solutions for our nation if we spend so much
time hating our fellow citizens?
But this is just how the politicians like it.
They love to play divide and conquer. They love
as chaos is brewing all over the land. If we were
united, we would be far more difficult to
manipulate.
And even if we did find a way to come together,
what values and principles would we use to
rebuild this nation?
The truth is that most Nigerians have totally
neglected the values and principles that the
founders of this country once held so dear.
Personally, I am very optimistic about my future.
And I believe that the greatest chapters of my
life are still ahead of me.
But am I optimistic about the future of Nigeria?
No, I am not.
I strongly believe in the United States’ prediction
that we are on the path of disintegration. And
current happenings suggest that it might not be
a peaceful disintegration.
So, if you have got family and friends that you
would like to visit before things start getting
really crazy, you should do so within the next
couple of months, because these might be the
last days of “normal life” in Nigeria.
The unity that so many of us take for granted
might be coming to a screeching halt, and we
are about to enter the hardest times that any of
us has ever known. And I am not just talking
about the economy here.
Our refusal to have a national conference and
decide the terms of our coexistence as a nation
with freedom, equal rights and justice for all, plus
the plague of hunger sweeping across the nation,
we are about to enter a “perfect storm” that is
going to shake this country in just about every
possible way that it can be shaken. So I hope
that you will truly savour these moments – days
like this may not come around again anytime
soon.
Can you tell me of anyone that lived a seemingly
charmed life even though that individual made
foolish decision after foolish decision?
In the end, reality almost always catches up with
people like that.
And in so many ways, we have been living a
charmed life as a nation even though we have
been making incredibly foolish decisions for
decades. We have cursed ourselves over and
over again, and just about every form of evil that
you can possibly imagine is exploding all around
us.
As a nation, we now stand for just about
everything that is bad, and the rest of the world
is absolutely horrified by what has happened to
us.
Once upon a time, we were one of the most
welcomed people on the entire planet.
Now we are one of the most dreaded.
The things that we have been doing to ourselves
is about to catch up with us in a major way. We
thought that we were getting away with
everything that we have been doing, but that is
never the case. When you do evil to yourself or
someone else, there is always a price to pay.
Over the past few years, strange things have
been happening. The power situation is one of
those strange things. That corrupt politicians
don’t go to jail is another. How can you explain
being one of the world’s largest oil producing
countries and still suffer from lack of fuel?
If the government fails to take the rightful
decisions in the months ahead, we are bound to
see some more unusual events unfold.
To be honest, whatever the country is witnessing
now might just be a tip of the iceberg. From
now, you are just going to have to trust your
instinct.
If my tone sounds ominous, that is good,
because that is precisely the mood that I am
trying to convey. Right now, everything
happening suggests that all our comfortable little
lives are about to get shaken up big time.
Good politicians have gone extinct. We are now
left with those who love to create chaos out of
order. In other words, they will often purposely
create a crisis in order to push through things
that they would not be able to accomplish during
“normal” times.
The problems that we are experiencing are being
used to justify radical “solutions” that will further
their overall agenda. In the middle of an
“emergency”, nobody pays attention to their
looting.
Unfortunately, most of us are going to be
completely blindsided by what is coming. You
might choose to continue to follow the utterly
clueless leaders down a path toward oblivion.
But the good news is that once the “shaking”
starts, many of “you” will wake up, but it might
be too late.
When that happens, who will the “masses” turn
to for answers?

Taraba Governor's Aid Jailed for Two Years

A Jalingo chief magistrates’ court on Friday
sentenced Dominic Bukuni, one of the aides of
Darius Ishaku, governor of Taraba state, to two
years imprisonment for criminal conspiracy,
cheating and forgery.
Bebeto Haruna, 32, who was arraigned along
with Bukuni, also bagged nine years jail
sentence.
In his judgment, which lasted three hours, Yusuf
Babasoro, chief magistrate, said the prosecution
had proven its case beyond any reasonable doubt
that the two accused were guilty of the offences
as charged.
Babasoro said Haruna was guilty on the 1st and
2nd counts for impersonation and cheating,
which were contrary to sections 132 and 322 of
the penal code.
He said the offences attracted a fine of N5,000
and N10, 000 or jail terms of six months and one
year respectively.
The magistrate also convicted Haruna on a
three-count charge of fraud to the tune of
N3.5million and sentenced him to seven years’
imprisonment without an option of fine.
According to Babasoro, Haruna defrauded 28
unsuspecting victims of the amount on the
pretext that he would assist them to secure
employment at the Taraba State University,
Jalingo.
He sentenced them to two years’ imprisonment
with an option of a fine of N20,000.
Babasoro said the offences contravened section
597 of the penal code.
Mohammed Ibrahim, the prosecutor, had earlier
told the court that Haruna and Bukuni committed
the offences sometime between June and
December 2013.
Ibrahim said the two men conspired and
impersonated Emmanuel Bwacha, a former
senator, and Sani Yahaya, vice-chancellor of the
Taraba State University.
The prosecutor told the court that Haruna and
Bukuni, using a telephone number- 08108989687,
defrauded one Philomena Umaru and 14 others:
all of Jalingo, of N2, 245,000 under the pretext
of offering them employment with the state
university.
He said the two of them also defrauded one Bala
Yakubu and 12 others of N1, 420, 000 on the
pretext of presenting their names to the vice-
chancellor as candidates of Bwacha, seeking to
be offered employment.
Ibrahim alleged that in December 2012, the men
used GSM number 08108989887 to impersonate
Bwacha and defraud one Ishaku Adamu, the
suspended chairman of Ibi local government
council of the state.
The prosecutor said they also collected
N500,000 and a cattle worth N95,000 from the
council chairman to plead with members of the
state house of assembly so that they can revoke
his suspension.
Ibrahim had urged the court to give the
convicted persons “the highest punishment”,
saying the offences contravened the provisions
of sections 97, 179, 322 and 364 of the penal
code.

Nigeria is not worth dying for -pastor Akimolowo

Nigeria is NOT Worth dying for -pastor Akimolowo
Pastor Akimolowo has blast Nigeria with a bitchy remark. This was prodded by his flashback to the untimely death of his father during the controversial Biafran war,and the failure of the Nigerian gov't to inform his family.
Matthew Ashimolowo, the senior pastor of Kingsway International Christian Centre (KICC) has criticised Nigerian leaders over comments to prolong their tenure in office, Daily Post reports.
Ashimolowo who stated that his father died in active service as a Nigerian soldier added that Nigeria was not worth dying for as a country.
He said: “My father was killed at the Asaba/Onitsha bridge during the Nigeria/Biafra civil war in 1967 and the Nigerian military did not have the decency to inform my family.
“His death was treated with levity; even to get his entitlement from the military, my brother had to bribe his way through. Is this the kind of country you would want to die for?”
The cleric who described Nigeria as “a five-talent nation being perpetually led by one-talent leaders” however regretted the fact that willing Nigerians who have good plans to develop the country were regularly frustrated by some privileged few.

“Nigeria’s problem is because culture influences how we choose leaders. Culture puts age before ability to choose leaders. This as not only wrong, but also outdated. Weak leadership is the single reason why Africa as a continent seems to be trapped.
“Europe would not survive if it was not for Africa. Most of the things they need to survive are in Africa.
“A good leader does not need a four year term to make a difference. You can do that in a year,” he added.
Meanwhile, Pastor William Kumuyi, the general superintendent of the Deeper Christian Life Ministry said on judgment day, hell will be hotter for members of the church who are sinners.
This, according to Kumuyi is because the Deeper Life sinners have heard enough of the word of God but still refused to repent from their bad ways.this is pretty reasonable to reasoners.

Tears As Parents Identify Seven Chibok schoolgirls in Boko Haram new Video

The separatist group known as boko haram has released a videotape that sent mathers into weeping and mourning. The videotape was said to have shown seven girls who were among the abducted Chibok schoolgirls.
The Former negotiator on the release of the girls urged the Islamists to negotiate Three mothers of female students kidnapped from Chibok, Borno state on the night of 14–15 April, 2014, identified their daughters in a new video released by Boko Haram. Share on Facebook Share on Twitter Share on Whatsapp The girls – all dressed in full length, black robes – state their names, their school and where they are from Rifkatu Ayuba, Mary Ishaya and Yana Galang were invited to the viewing centre in Maiduguri by the chairman of Chibok Local Government Area, Bana Lawan. Seven girls have been identified so far, however, local officials said more identifications needed. Odumakin In a video obtained by CNN news channel 15 girls are heard saying they studied in the Government Girls Secondary School in Chibok and beg the government to cooperate with militants to bring them back home. The girls spoke in Hausa and Kibaku, the local Chibok language.  Chibok mothers watchin a newly released Boko Haram video “The girls were looking very, very well. They were definitely our daughters… All we want is for the government to bring back our girls,” Mrs Galang said in a telephone interview with the Thomson Reuters Foundation after viewing the video.   Reacting to the new development senator Shehu Sani and former negotiator on the girls’ release found the video credible and advised Boko Haram insurgents to embrace dialogue. In an interview with CNN on Wednesday he said: “Negotiation will make it possible for these girls to be brought back home alive. What has always been the problem in the last few years has been the very fact there are scam negotiators, who most times make claims and don’t deliver And I think this is what we must be very careful of at this time. The very fact that we can get such a credible video from some sources and those sources are elements that need to be utilised to be able to achieve the goal of getting these girls out. When President Muhammadu Buhari took over, a section of our country was taken over by the insurgence group. They hosted their flags and even unleashed their version of theocratic Islamic group. But now, with funding for the military and support by the government, the morale is high, the military had been able to push them back and most of the cities in the North-East are safe. Buhari has not been able to achieve 100 per cent success but he has made serious progress. I believe he can still achieve more. With the very fact that now, they know clearly they cannot win militarily and the only option is to go for other ways. There is no other way other than for them to agree to negotiate on the release of these girls.” The video is believed to have been made last December as part of the discussions between the government and the extremist group. It is the first footage of the girls to be seen since May 2014. Their whereabouts are yet to be established. According to Amnesty International about 2,000 girls and boys have been abducted by the Boko Haram since 2014, with many used as sex slaves, fighters and suicide bombers.Parents whose daughters weren't in the video are afraid, they might be dead or kept somewhere unknown.

See What NNPC is Doing to End Fuel Scarcity

Revealed: See What NNPC is Doing to Quench Fuel Scarcity
The Nigerian National Petroleum Corporation (NNPC) has come up with plans to end the lingering fuel scarcity in the country – The group executive director, downstream of the NNPC, Rabiu Bello, gave the hints after a closed door meeting with Vice President, Yemi Osinbajo at the presidential villa – Bello apologised to Nigerians for the fuel scarcity which has crippled socio-economic activities in the nation for some time now Share on Facebook Share on Twitter Share on Whatsapp Fuel attendant fighting with a customer at a filing station. The Nigerian National Petroleum Corporation (NNPC) has rolled out plans to stop the lingering fuel scarcity in the country.soyrce  reports that the group executive director, downstream of the NNPC, Rabiu Bello, after a closed door meeting with Vice President, Yemi Osinbajo at the presidential villa on April 13, outlined plans to resolve the lingering fuel crisis. Bello, who apologised to Nigerians for the fuel crisis which has crippled socio-economic activities in the country for the past few weeks, blamed the development of supply issues. “It is supply issues that have been causing the problem adding that the corporation is  doing everything possible to end the crisis. The objective is to brief you on the current situation of the petroleum products scarcity and queues all over the country. Let us start by tendering our apology and tell the people that we are really doing the right thing. We have been working very hard. It is supply issues that have been causing this problem but we are doing everything possible to end it. “What we are doing now is it ensure that we get necessary supplies into the country through imports as well as through our refineries. As we speak today, we have five vessels serving products all over the country. And not only in Lagos, but also Port Harcourt, Warri and Calabar. Apart from these vessels discharging, we also have private sector people that imported and are discharging currently. At least 120 million litters. In moving the product out into the hinterland, we have a little option because most of the pipelines are still not working,” he said. Bello noted that since the pipelines are not working, the cooperation is depending on about 100% trucking to the hinterlands. He said going forward, NNPC plans to make sure ensure that it gives what is more than required in the country. “The total requirement for the whole country is about 1300 trucks. But our plan is to make at least 1500 trucks available everyday. We want to make sure that we sustain the market in a very short time. You can see that Lagos is almost cleared. Abuja is getting better. Other places will follow. “We were pushing 960 trucks into the cities but what was loading out of the depots was much more than that. We are now in a position to say that each state demands have been captured. We know their needs and we are trying to ensure that all states are supplied. We are ready to be telling everybody in the country what we are giving to every state everyday,” he said. The group executive director applauded state governors for making sure the petroleum products that arrived their states are evenly distributed. READ ALSO: I never said petrol will sell for N40 per litre- Tam-West “The governors are being helpful. They are helping with task forces to ensure that these products that arrived the states are appropriately distributed. We are trying to ensure that this happens and happens quickly,” Bello said. Nigerians are very hopeful that the lingering fuel crisis would soon come to a permanent end as the NNPC announced the reopening of the Port Harcourt refinery where a daily production of five million litres of petrol would be made. Garuba Deen Mohammed, the group general manager, public affairs of the NNPC and Justine Ezeala, the executive director, supply and distribution, on April 12, in an address hinted that the refinery came back on stream last week and is now very efficient. https://www.blogger.com/blogger.g?blogID=1897165384466730160#editor/target=post;postID=2443493815327531190

PDP will take senate if saraki is removed- APC chieftain

allnaijahints.com politic – An APC chieftain has expressed worry that the PDP may take over Senate leadership – He urged President Muhammadu Buhari to focus on happenings within the party Share on Facebook Share on Twitter Share on Whatsapp Baraje says PDP may produce the next Senate president Abubakar Kawu Baraje, a founding member of the All Progressives Congress (APC) has said that the worst will happen if Bukola Saraki is removed from his position as Senate President, Daily Trust reports. Baraje who was a former acting national chairman of the Peoples Democratic Party (PDP) observed that no other Senate president has suffered “dry, blatant, political tyrannical and open persecution” as Saraki, since the return of democracy in 1999. He expressed worry that the PDP may take over the leadership position in the red chamber if Saraki loses out at the Code of Conduct Tribunal. He said: “The PDP episode with Aminu Tambuwal, the former House of Representatives speaker is still fresh in history. The PDP then didn’t throw the baby away with the bath water, knowing fully well that such move will be counterproductive. “It was well managed and Tambuwal remained the speaker under the then PDP. Our party may loath the ways of PDP, but out of every bad situation and experience, there are atoms of goodness, and every visionary leader will separate the chaff from the corn and take what is good out of it. So, it is not as if the Senate president has gone against his party. “So, as regards whether we are comfortable with where we are and whether we are joining other groups, every politician has aspirations about the development of his people, and if you cannot achieve it in one place, you go to another place. It doesn’t mean that I am a political prostitute. READ ALSO: We’ll not influence CCT’s decision on Saraki – APC “I am a principled person and will not stop until I get what I want, which in this case is good governance, equality, democratic dividends for my people. Impunity, lawlessness, lack of due process are not what formed the APC. “With the intervention of some leaders like us, the party will continue to thrive, but for it not to go the way of the PDP, the president must play politics, he said. Baraje advised President Muhammadu Buhari to get more involved with happenings in the APC in order to check mate the culture of impunity which made his group leave the PDP. “We must sound a note of warning to President Buhari to shine his eyes. There are people in the party, in the guise of reconciling people, who say they are working for the success of the party, while (they are) actually doing that for their own selfish interest. “We would never romance impunity. President Buhari should be wary of them and play more politics now. He has gone into the house and has seen how bad it is; he has reorganised the house and what is left now is to consolidate on the reorganisation,” he added.       President Muhammadu Buhari was  accused of spending Anti-BH money on political games  – President Muhammadu Buhari has been misusing aid money by a British newspaper  – The Daily Telegraph claims the president is misusing funds set aside to combat Boko Haram to persecute his political opponents  – Several senior PDP officials have been arraigned by the EFCC since Buhari was elected Hundreds of millions of pounds of British foreign aid given to Nigeria to help combat Boko Haram terrorists is instead being used to fund a witch-hunt against opposition politicians, it is being claimed. Britain has committed to spending £860 million (N234 billion) in foreign aid to Nigeria to help support the country’s efforts to crush Boko Haram terror group, which has been responsible for a spate of outrages. But Western officials are now raising concerns that the government of the country’s recently elected leader, President Muhammadu Buhari, is misusing the funds to persecute political opponents. Since Mr Buhari came to power last July, a number of prominent members of the former ruling People’s Democratic Party (PDP) have been arrested and imprisoned without charge. Share on Facebook Share on Twitter Share on Whatsapp President Buhari is currently in China on an official visit Among those detained was the party’s official spokesperson. Most of the arrests have been sanctioned by the government-controlled Economic and Financial Crime Commission, which was set up to tackle corruption and receives funding from the Department for International Development. But while Mr Buhari’s government continues to use British aid money to target his political opponents, it is proving less effective at tackling the Islamist-run Boko Haram terrorist group. Much of the aid Britain provides to Nigeria is aimed at helping the country’s security forces to become more effective at tackling Boko Haram, which boasts of its links with Islamic State and achieved international notoriety two years ago after kidnapping 276 schoolgirls in northern Nigeria two years ago are based in Nigeria helping to train the military to tackle Boko Haram. But despite Mr Buhari’s pledge during last year’s general election campaign that he would make tackling Boko Haram one of his top priorities, there is growing concern among Western officials that the Nigerian military is failing to take effective action against the terrorists. This has resulted in Boko Haram now being regarded as the world’s deadliest terrorist organisation, responsible for more deaths than Isil. There are now reports that the group is trying to train kidnapped children to act as suicide bombers. Share on Facebook Share on Twitter Share on Whatsapp A British special forces soldier instructs Nigerian army troops “This is a scandal in the making,” explained a senior U.S. official. “There is no doubt the growing strength of Boko Haram is because President Buhari is far more interested in settling scores with his political opponents that concentrating his energy on defeating terrorists. “The result is that Nigeria is starting to look more and more like a police state while Boko Haram just goes from strength to strength.” Another Western diplomat added: “If Buhari was serious about fighting corruption he would be focusing all of his efforts on targeting corruption that is impeding Nigeria’s ability to focus its efforts on tackling Boko Haram. Accusations that Nigeria is abusing aid money will add to the growing controversy over the UK’s commitment to spend 0.7% GDP on the foreign aid budget. Western officials have expressed concern about Mr Buhari’s increasingly autocratic style of government since he came to power last year after he previously headed a brutal military dictatorship following a coup in December 1983, which lasted until he was overthrown by another coup in 1985. Now political opponents claim he is returning to his old dictatorial ways, abusing British aid meant to improve Nigeria’s ability to tackle Boko Haram to consolidate his hold on power. Apart from the concerns over British aid, American officials are also angry that $2.1 billion (N418 trillion) of aid given to the Nigerian military to tackle Boko Haram has not been properly accounted for.Hundreds of girls abducted by Boko Haram remain the group’s prisoners Mr Buhari’s claim that he is winning the war against Boko Haram – recently claimed the group no longer poses a serious threat – has been undermined by recent revelations the Nigerian authorities have tried to cover up the fact that hundreds more schoolchildren have been abducted by Boko Haram. Human rights activists have no confirmed that around 400 women and children were abducted last year by militants from the Nigerian town of Damasak. It is now believed that some of these children may have been trained as suicide bombers. U.S. counter-terrorism experts say at least 105 women and girls trained by Boko Haram have taken part in suicide attacks since June 2014.

Calabar to Lagos Rail Line: we won't revisit project, senate to Buhari

Allnaijahints: Abuja— In what appears to be a rebuttal to the National Assembly’s submission, Monday, that the N60 billion Calabar-Lagos railway project was not captured in the 2016 budget, the Federal Government has insisted that the project was duly submitted and accepted by the lawmakers for approval. Amaechi This came on a day the Senate said the protest of the executive would not make it revisit the budget passed two weeks ago, asking President Muhammadu Buhari to submit a supplementary budget. Members  of the House of Representatives, however, kept sealed lips on the  matter, yesterday, But in a statement by the Media Adviser to the Minister of Budget and National Planning, Mr. James Akpandem, yesterday, the federal government insisted that the relevant committees of the parliament received the document. The statement read in full:  “In view of the recent controversies surrounding the 2016 budget, it has become necessary to state the following to set the facts straight:  The details of the 2016 budget were received by the President on Thursday, April 7, 2016. “Immediately this was received, the President, desirous of signing the document into law as soon as possible, directed that copies should be made available to heads of the various Ministries, Departments and Agencies, MDAs, of the Federal Government. “Ministers were asked to go through the details and give their reactions as it affects their respective Ministries to guide the President and enable him sign the Appropriation Bill into law. “That process is still on-going and no statement has been issued by the Executive on the matter, apart from the one by the Minister of Information, Alhaji Lai Mohamnmed, to confirm that details of the budget are being examined. No final decision has been taken by the President and no other statement whatsoever has been issued on the matter. “With reference to the specific issue of the Calabar – Lagos rail project, we will like to state that the two railway projects, Lagos-Kano and the Calabar-Lagos, are very important projects of the present administration; and it was always the intention of the Executive to have both projects reflected in the budget submitted to the National Assembly. “However, it will be recalled that the Budget Office made a number of errors in the initial proposals of a number of ministries. These errors were all corrected by the Ministry of Budget and National Planning and the corrected versions were submitted to the relevant committees of the National Assembly. This included that of the Ministry of Transportation. “The amended Ministry of Transportation budget was accepted by the relevant committees and that was the version defended by the Minister of Transportation and his team. “It must be emphasized that the two rail projects are part of those for which the President is currently negotiating funding with the Chinese government. “The N60bn provided in the budget for the Lagos-Kano and Calabar-Lagos rail lines, respectively, is counterpart funding to support the Chinese financing for the projects. “These projects are part of the Strategic Implementation Plan of the government which was disclosed by the Minister of Budget and National Planning at the National Economic Council Retreat in March 2016, in the presence of state governors. “They were also mentioned by the Vice President last week in Lagos at The Nation Newspaper’s First National Economic Forum. “It is hoped that with this clarification, the raging controversy over the Calabar-Lagos rail project will be put to rest.” No going back  — Senate Meanwhile, the Senate, yesterday, said  that in spite of protest by the executive over alleged non-inclusion of the N60 billion Lagos-Calabar coastal rail project in the 2016 budget, it would not revisit the budget. Instead, the Red Chamber asked President Muhammadu Buhari to prepare a detailed supplementary budget capturing the project and submit before it for consideration. The Senate, which took the decision during its closed-door session, shortly after resumption of plenary, insisted that the President must sign the budget as passed, thus giving indication that the legislature might override the President if he vetoed the bill as passed by NASS. The closed-door session where the resolution was taken, was clouded in heated arguments as some senators of the ruling All Progressives Congress, APC, insisted on capturing the Lagos-Calabar rail project in the budget, while those from the opposition Peoples Democratic Party, PDP, stood firm that the President must assent the budget and later submit the project in a supplementary budget. Our source gathered that the Senate President, who presided over the one-hour long session, upheld the latter due to overwhelming support for it. Addressing newsmen later, Chairman, Senate Committee on Media and Public Affairs, Abdullahi Sabi, said senators during the closed session resolved that the President should assent to the budget as passed  and include things left out in the main budget in a supplementary budget. He insisted that the project, contrary to the position of the  executive that it was captured in the budget, was excluded

He said: “I know very well that the last one week has been full of the language you guys have already crafted ‘controversy’, even though for us, there is no controversy. “Like you will recall, I issued a press statement yesterday (Monday), on behalf of the Senate to make our position very clear with respect to the issue of the budget.  And let me make it very clear that we issued that statement simply to clarify the situation and not to confront any authority or threaten anybody. “We are a democratic institution and whatever we do, we remain guided by the grund norm of the country which is the constitution. “Today, we have resumed plenary, having come back from our recess and, of course, we went into executive session, which is the normal practice, to welcome one another and discuss issues that we believe pertain to the burning issues on ground, in this case, the issue of the 2016 budget and the smooth workings of the Senate and the National Assembly. “Now, what we issued yesterday (Monday) remained our position. Today, all we did was to confirm what exactly are the true pictures of these situations and in my capacity as spokesman of the Senate, I did not go to press with falsehood. “I have to verify my facts. I have to get my facts and to speak on this facts; and I think we have made that point very clear and we would definitely remain guided by the tenets of the Nigerian Constitution as we did whatever we were supposed to do. “Now, one thing that is obvious is that yes, we have passed the budget, Nigerians are asking what next for us? What is important now is for the budget to be signed. “The constitution has taken note of this kind of scenario where you may have omissions or shortfalls of allocations and Section 81 of the Constitution is very clear on what you need to do, which is to sign the budget and then submit a supplementary appropriation. “I want to assure you that the Senate is not unmindful of the cries of Nigerians.  That we said, for example, that the Lagos-Calabar rail project was not in the budget does not in any way undermine the fact that it is a very, very important project for this nation to embark on. “So, the National Assembly, the Senate is open if the executive brings a supplementary appropriation with respect to these and any other issue that they feel very strongly about.  We are ready and willing to consider such. “But the most important point to note is that we want to remain guided by the provisions of the constitution. “I think if we do that, all these raging controversies will be off our back and we can all concentrate and begin the process of implementing the 2016 budget so that those dividends of democracy –  youth unemployment issue, the empowerment of women, the social intervention programme, the infrastructure programmes, the agricultural programmes – are treated. “The rains are already here and all the other projects that we know will kick-start the Nigerian economy can begin to be implemented.” He said having passed the budget, “we are moving into the second phase of our responsibility, which is oversight. “So we want to appeal to Nigerians that the Senate is committed to doing its work diligently.  It is committed to listening to the yearning of Nigerians and to do what is right.” However, members of the House of Representatives kept sealed lips on the controversy yesterday. It was expected that the matter would have been discussed at plenary, especially as it concerned the bashing the National Assembly has received since the information of  alleged “removal” of the project was made public, but non of the lawmakers raised the issue. Even when the chairman of Appropriation Committee, Abdulmunin Jibrin, on two occasions approached the speaker, Yakabu Dogara, on the need for the issue to be raised, nothing was said about it.
